Burma’s human rights abuses still pose big challenge: U.S. .

The U.S. Human Rights Report 2011 included multiple sections on widespread human rights abuses in Burma, while acknowledging surprising progress in democratic reforms.

A summary of the report says significant human rights problems continue, including military attacks against ethnic minorities in border states, which resulted in civilian deaths, forced relocations, sexual violence, and other serious abuses continued, along with unlawful arrest and detention, and a host of other abuses.

However, the report said Burma made progress in moving toward a democracy achieving “greater openness, democracy and liberty.”

The Burmese government continues to commit human rights abuses including torture and inhumane treatment with impunity, according to a new report by ND-Burma, a network for human rights documentation.
From January to December 2011, ND-Burma said its member organizations documented 371 cases of human rights violation across the country of which 83 cases, or 22 per cent, constituted torture and ill treatment.
Torture and ill treatment in Burma take place in two distinct places: (1) in detention centers where political prisoners are interrogated and held, and (2) in ethnic nationality areas where the Burmese military is present, said the report “Extreme Measures,” which was issued this week.
The study found that torture of political prisoners generally takes place shortly after an individual is arrested during interrogations.
“It can, along with ill treatment, continue for years – even decades – while political prisoners serve inordinately long sentences,” it said.

SHANGHAI—Ensuring that forest dwellers, including those in Burma, have rights over their land is vital for slowing the deforestation that may be causing up to a fifth of the world’s emissions of greenhouse gases, according to a report released on Wednesday.

The report by the Washington-based NGO Rights and Resources Initiative (RRI) is aimed at encouraging next month’s UN summit in Rio de Janeiro to tackle the politically contentious issue of land reforms.

UNHCR convenes Rohingya repatriation meet in Bangkok

DHAKA, May 30: The regional representative of the United Nations High Commissioner for Refugees (UNHCR), James Lynch, on Sunday said they are working on the repatriation of Rohingya refugees from Bangladesh. “We have convened a meeting in Bangkok to chalk out a plan for repatriating the Rohingyas from Bangladesh. A conference will also be held in Bali in this regard. Bangladesh can play a crucial role at these meets,” he said, during a meeting with food and disaster management minister Dr MA Razzaque, at the secretariat.
The UNHCR office in Dhaka has confirmed that the meeting in Bangkok is going to be held on May 29. Bangladesh’s ambassador to Thailand will lead the country’s delegation at the meet.

Aung San Suu Kyi offers hope to Burmese migrants in Thailand

Aung San Suu Kyi has received a rapturous reception in Thailand from crowds of Burmese migrants who flocked to celebrate her first trip outside her home country in nearly a quarter of a century.
Thousands of people lined the streets, waving flags and holding aloft pictures of the Nobel peace prize-winner as she arrived to give a speech from the balcony of a dilapidated building in an industrial zone on the fringes of the Thai capital, Bangkok.
Labour activists estimate there are at least 2 million Burmese migrants in Thailand, many sending home part of their wages to help families in a country where a third of the 60 million people live below the poverty line.

Myanmar government had declared that they have started the Democratization of Myanmar. But recently the Union Ministry for Immigration and Man Power of Myanmar has launched a program called “Moe Pwint” Project under which citizenship scrutiny cards and family member registration documents are issued for its natural citizens only excluding the mixed blooded people of Chinese, Indians, Bengalis, Muslims of Myanmar and especially Rohingyas.
They have revived the above bigot law of the previous Military Government’s discrimination of the Myanmar Citizens based on race and religion.

The recent developments in Myanmar (Burma) have captured the attention and interest of governments and policy makers around the world.
Governments like the US, UK and the EU have eased sanctions, high level diplomatic missions have met with Burma's leaders and democracy icon and leader of the NLD, Aung San Suu Kyi, is now sitting as a Member of Parliament. Yet with all of the changes, the future for Burma's stateless Rohingya community in the North Rakhine State--recognized as one of the most oppressed people in the world--has received little or no attention and remains one of the most sensitive issues not only in Burma but also in the SE Asia region.
This event corresponds to the photography exhibition and book launch of, 'Exiled To Nowhere: Burma's Rohingya' by Greg Constantine. It discusses the situation for the Rohingya in Burma, Bangladesh and beyond as well as how protracted statelessness, exclusion and the denial of citizenship and fundamental rights have impacted this community.

Burma: Census Risks Marginalising Rohingya

Burma’s landmark census planned for 2014 is likely to exclude and further isolate its Rohingya minority group, which has been denied citizenship by the government since 1982.
Although the government has agreed to include all “national races” in the census, the 1.5 million Muslim minority group does not fall under this category and campaigners worry they will be left out.
“It is very likely that the Rohingya will be excluded from the census in 2014,” Tun Khin, President of the Burmese Rohingya Organisation UK told DVB. “Despite signs of political reforms in the past six months, Thein Sein’s government has reaffirmed specific deeply discriminatory policies against [them].”

Manmohan Singh is the first Indian premier to visit Myanmar, formerly known as Burma, in 25 years. Analysts say that India is stepping up efforts to woo the resource-rich nation and counter China's influence.
"India welcomes Myanmar's transition to democratic governance and the steps taken by the government of Myanmar towards a more broad-based and inclusive reconciliation process," the Indian prime minister said before setting out on his trip.

PHUKET: Concern is mounting that the increasing signs of openness in Burma actually could mean harsher repression for the stateless Rohingya, and more boatpeople on the Andaman Sea off Phuket in coming ''sailing seasons''.
Feeling more free now to speak their minds, the neighbors of the Rohingya in Burma - also known as Myanmar - are openly expressing contempt for the minority Muslim group, according to those with contacts in the isolated Rakhine state.

Some onlookers assumed that increasing freedoms in Burma would benefit the Rohingya in their quest to be accepted as citizens. But the opposite has proven to be true so far, says Chris Lewa, founder and director of a rights group, The Arakan Project.

Gautam Debroy, New Delhi  When Prime Minister Manmohan Singh will be reaching Naypyidaw on Sunday for a three-day official visit, majority of Rohingya refugees living in India, with a good number of their presence in Northeastern states, will be hoping for an early return to their home at Arakan region of Myanmar.
The Rohingyas, witnessed a massive exodus from Myanmar after the military coup in 1962 and later in 1991-92, took shelter in various parts of the country. Their presence in to the Northeastern states had h owever come to the light after the arrest of several refugees from Tripura and Assam.

During the meeting, they discussed various issues, including Rohingya refugee problem.

James Lynch said a meeting has been convened in Bangkok followed by a conference in Bali, Indonesia to decide on the method of refugee repatriation where Bangladesh can play raise its voice regarding repatriation of the Rohingya refugees.

ဘတ္စ္ကားအေနာက္ဘက္မွာ ထိုင္ေနတဲ႔ ေဆာက္လုပ္ေရးလုပ္သား ထိန္ဝင္း (၃၀ႏွစ္)က ဘတ္စ္ကားဟာ တိမ္းေစာင္းသြားတာကို သိလိုက္ရျပီးေတာ႔ ေအာ္ၾက၊ ညည္းတြားၾကတဲ႔ အသံေတြပါ တဆက္ထဲ ၾကားလိုက္ရတယ္
“ေနာက္သိလိုက္ရတာက ဘတ္စ္ကားက တိမ္းေမွာက္သြားျပီး လူတိုင္းက ထြက္ေပါက္ကို ေၾကာက္လန္႔တၾကား ရွာေနၾကတယ္” လို႔ ဆိုပါတယ္။ သူက ေခါင္းမွာ ထိခုိက္ဒဏ္ရာရျပီး အေရျပားမွာ အညိဳအမည္းေတြစြဲသြားခဲ႔ပါတယ္။

NEW DELHI: Hands clasped behind his back, Nazeer Ahmad stands stiff. He’s in a lungi, kurta and skullcap at the edge of a huddle of men speaking to a reporter in the shade of a barely-there tin sheet propped up on bamboo stilts. Listless as he stands on a dusty, barren plot at southeast Delhi’s Madanpur Khadar, he doesn’t join the group. Only when the reporter moves away, he steps up.

“The UN has wronged us,” he says. “The UN has given refugee status to all other Burmese refugees but for us. It says India doesn’t allow it. Why?” His eyes redden in frustration and shoulders droop as he pulls an 8- or 9-year-old girl to stand in front of him. “Why can’t I send her to school? Are my children different from others?” Ahmad is a Rohingya Muslim, one of an estimated 4,000 now in India’s cities. The Rohingyas are from Myanmar’s Arakan region, a strip of land the size of Kerala. It has India (Manipur) to its north, Bangladesh to its northwest across the river Naf, a range of difficult hills cut it off from the rest of Myanmar on the west and the Bay of Bengal to its south.

Our two-week mission consisted of a diverse collection of 49 meetings with government officials, political parties and their members of parliament; members of the diplomatic community; lawyers and other civil society actors; ethnic minority activists; former political prisoners as well as the families of current political prisoners; and a representative of the National Human Rights Commission.

Ethnic minorities in northern Burma are suffering massive human rights abuses at the hands of government troops due to foreign-backed investment projects, according to a new report.
Catalyst for Conflict, by the Ta’ang Students and Youth Organization (TSYO), accuses Burmese government troops of being paid to protect Chinese mega projects and inflicting executions, beatings, forced labor and extortion on local people as a consequence.
Oil and gas pipelines plus hydropower dams have been the subject of a huge public outcry, and so Burmese government soldiers are apparently being employed as mercenary security guards by the companies concerned.

Introduction: Arakan was a medieval kingdom located at the edge of South Asia became a province of Burma after the Burmese invasion in 1784 and the subsequent annexation of it with Burma. To the people of India and Bangladesh, Arakan became sadly memorable for the tragic massacre of the Moghul prince Shah Suja and his entire family by the Arakanese king Sandathudamma.
It is important to note that Shah Suja before taking shelter in Arakan was the Moghul Govornor of Bengal (1639-60) and was being chased by the Moghal General Mir Jumbla. Suja was given the assurance of assylum by the Arakanese Mogh king. However, soon after his arrival in Arakan, Suja was robbed and then in 1661 at the order of the king the entire family was massacred. This tragic event triggered anger and frustration both in Arakan among Suja’s followers that accompanied him and also in the Moghul capital Delhi against the brutal murder of the royal family. Subsequent to the death of Shah Suja, the Moghals led a campaign led by Shah Suja’s uncle Shaista Khan who reconquered Chittagong. After the massacre of the Moghul prince and the chain of events of repeated uprising led to internal chaos in Arakan. At the same time, with the mighty Moghul presence in the Bay, Arakan lost its lucrative revenue from piracy and of slave trade. The new circumstances brought an end to the infamous Golden of Arakan that survived through causing human suffering and misery.

85 Rohingya Boatpeople Land in Mon State

Eighty-five Rohingya boatpeople who were picked up by Mon fishermen in the Andaman Sea have been landed at Aim Dein village in Ye Township, Mon State.
“They were at sea for two weeks,” said a local Mon woman had who voluntarily taken food and water to the destitute people. “Then they had engine problems during a storm and could go no further.”
According to local residents in Ye, only one of the boatpeople is a woman; the rest are men. They were put ashore at Aim Dein at 3 pm on Thursday by fishermen who picked them up while they were drifting at sea.




NHRC seeks solution on Mayanmarese asylum seekers

The National Human Rights Commission (NHRC) has asked Myanmar's rights panel to engage with the government at Yangon to press for a solution to the issue of hundreds of Mayanmarese asylum seekers in India, an official said Friday.

"The issue was raised by NHRC during its meeting here with a visiting delegation of the Myanmar National Human Rights Commission headed by its chairman Win Mra," said the NHRC official.
Oppressed by Myanmar's junta regime, hundreds of asylum-seekers from Myanmar's Rohingya Muslim community have been demanding refugee status in India.
"Win Mra assured the commission that he would take up the matter with the Myanmar government for consideration of action on the issue," said an official.
Recently, these asylum seekers living in different parts of the country had camped at UNHCR office in Delhi to demand refugee status.

BANGKOK—An exiled

Rohingya activist last night appealed to MPs and to National League for Democracy (NLD) leader Aung San Suu Kyi to assist the almost 2 million Rohingya living in Burma and elsewhere.
“I would like to ask our beloved Daw Aung San Suu Kyi to speak out of behalf of Rohingya people, and ask for the return of our lost rights, the rights our forefathers had,” said Maung Kyaw Nu, the president of the Burmese Rohingya Association of Thailand.
The Rohingya are a Muslim ethnic minority living mostly in western Burma’s Arakan State where they are denied Burmese citizenship, and subjected to various forms of discrimination: they generally have to wait two to three years for permits to marry; are usually prohibited from leaving the village where they live; and are subject to human rights and other abuses by local civil and military authorities.

Suu Kyi to go abroad for first time in 24 years


YANGON - Myanmar pro-democracy leader Aung San Suu Kyi will visit Bangkok next week on her first trip overseas in more than two decades, her party said Thursday.
"She will go to the World Economic Forum in Thailand," said Nyan Win, a spokesman for the Nobel Peace Prize winner's National League for Democracy. The event is being held from May 30 to June 1.
The veteran activist also plans to travel to Europe next month where she will accept in person her 1991 Nobel peace prize in Oslo, and address Britain's parliament and an International Labour Organisation conference in Geneva.

Rohingya Activist Nominated for Human Rights Award

Zaw Min Htut has been working for Rohingyas’ rights through the Burmese Rohingya Association of Japan since he fled Burma in 1998. Prior to that he was a student activist in Burma, and was detained for his participation in protests in 1996. In Japan, Zaw Min Htut has organized protests at the Burmese embassy and has written books on the history of Rohingya.

Abdul Rahim crossed the border into neighboring Bangladesh late last year and secured passage on a rickety boat for the perilous 3,200-km sea voyage to Malaysia.
“I could not stay (in Myanmar) anymore. We could not go to school, I could not get any job,” said Abdul Rahim, 18, of the plight of the Rohingya, a Muslim minority that alleges particularly acute repression under Myanmar’s government.

The owner and executive of a Arakan Project, Chris Lewa, says that while Rohingyas have 3 member in a new inhabitant parliament, their participation hasn’t softened a diagnosis of Rohingyas in north Arakan state.

Not guilty of refugee smuggling

TWO Indonesian men have been found not guilty of smuggling two Rockhampton refugees and 21 other Myanmar nationals into Australia.
While all passengers on board the rickety Indonesian boat in 2010 settled in Australia, the men accused of operating the vessel spent the last week on trial for aggravated people smuggling.

Luksan Sampea and Auli were accused of driving a boat between August 15 and 21, 2010, from Indonesia to the edge of Ashmore Reef, north of Western Australia.

The 23 Myanmar nationals on board were Rohingya, an ethnic group denied citizenship in their home country.




Nasaka collects money from Rohingya villagers in Maungdaw

Maungdaw, Arakan State: Burma border security force (Nasaka) has been collecting money from Rohingya villagers in Maungdaw township since May first week while crossing Nasaka check-posts and bridges with goods, said a business man who denied to be named.

“Every day villagers have to go to Maungdaw municipal market to buy and to sell goods. In the way to Maungdaw or return with goods, Nasaka - Bridge security personnel- collects money from them at the bridges of --- Shwe Zarr, Labaw Zaar, Hlapoe Khung( Sarfordin Bil), Thu Oo Lah (Kullabil) and Ywet Nyo Taung--- of Maungdaw north. The Nasaka collect Kyat 300 per 50 kg bag of goods of any item and extra Kyat 1,000 per car.”

Burma's Rohingyas vulnerable to abuse at home and abroad

Burma's opposition leader Aung San Suu Kyi will address an International Labour Organization conference in Geneva next month, on her first trip outside Burma, in 24 years.
The ILO says Ms Suu Kyi will address the final day of the conference, which is expected to discuss the issue of forced labour in Burma.
Aid groups say while the situation has improved a little, ethnic communities like the Rohingyas of Arakan state are still at risk.

The Indian government has issued visas to Myanmar's ethnic Rohingya people, who campaigned for weeks demanding refugee status from New Delhi and the UNHCR.
Mohammed Noor, who fled Myanmar few years ago and now works as a daily wage laborer in the northern Indian state of Uttar Pradesh, was part of the campaign of more than 2,500 Rohingya people demanding refugee status from the United Nations High Commission for Refugees (UNHCR) and the Indian government. After a month-long standoff, the Indian government finally extended the visas of the members of the Rohingya community.
“We left Burma (Myanmar) few years ago and ended up in India. We seek refugee status," Noor told DW, who is now relieved that at least his visa has been extended and that he does not have to go back to Myanmar.

An often-practiced devious way to grab someones land is to deny his right to that property. Nothing could be more horrific when a government itself gets into such a criminal practice. The most glaring example of such a crime can be seen in the practices of the regimes that have ruled Burma (now Myanmar) since its independence from Britain in 1948 (esp. since 1962 when Gen. Ne Win came to power). In our times, one can hardly find a regime that has been so atrocious, so inhuman and so barbarous in its denial of basic human rights to a people that trace their origin to the land for nearly a millennium. [1[ The victims are the Rohingya Muslims living in the Arakan (now Rakhine) state. They have become the forgotten people of our time. The Burma Citizenship Law of 1982 has reduced them to the status of ғStateless.

The newly civilian government's moves to relax decades of military rule have been hailed worldwide and provided hope of a new era for majority Burmese and ethnic minorities who have long claimed oppression.

Days after being forcibly evicted from Delhi, several hundred Rohingya asylum seekers, who participated in the protest demanding refugee status in India this past week, are now trickling back into the Capital “in search of a home and access to better life.”
