Census risks marginalising Rohingya – Hannah Hindstrom




Burma’s landmark census planned for 2014 is likely to exclude and further isolate its Rohingya minority group, which has been denied citizenship by the government since 1982.Although the government has agreed to include all “national races” in the census, the 1.5 million Muslim minority group does not fall under this category and campaigners worry they will be left out.

Burma has never
been an easy place to conduct a head count. Dogged by protracted conflicts and populated by communities wary of outsiders, census-takers have had their work cut out in building an accurate dataset of a country rich in demographic diversity, but which for decades has largely been invisible to the world.
Thus the challenges that need broaching prior to a planned 2014 census are daunting. Early indicators were given in the country’s first nationwide census in 1891, five years after the British annexed Upper Burma – thousands had been displaced by colonial troops who fought to bring half the country under rule of the Empire, only adding to a fluid migration of communities that rendered internal boundaries meaningless. Upland tribes fiercely hostile to the presence of foreigners resisted classification, meaning that the majority of Shan state, for instance, was not counted (British expedition leaders risked joining the rows of skulls that adorned Wa villages, whom up until independence considered European heads coveted bounty).

၂၀၁၀ ခုႏွစ္တုန္းက ရန္ကုန္သႀကၤန္ဗံုးခဲြမႈနဲ႔ဆက္စပ္ၿပီး သကၤာမကင္းဖမ္းဆီးခံထားရသူ ၿဖိဳးေ၀ေအာင္ ေသ ဒဏ္ အျပစ္ခ်မွတ္လိုက္တဲ့ စီရင္ခ်က္ကိုၾကည့္ရင္ ျမန္မာႏို္င္ငံတြင္း တရားစီရင္ေရးပိုင္းကို အေရးတႀကီး ျပဳျပင္ေျပာင္းလဲမႈေတြ လုပ္ဖို႔လိုေနၿပီဆိုတာ ျပသ လိုက္တာျဖစ္တယ္လုိ႔ ကုလသမဂၢ ရဲ႕ ျမန္မာႏိုင္ငံဆိုင္ရာ လူ႔အခြင့္အေရး ကိုယ္စားလွယ္ ေသာမတ္အိုေဟး ကင္တာနားက ေျပာပါ တယ္။ ျမန္မာႏိုင္ငံထဲမွာ က်န္ေနေသးတဲ့ ႏိုင္ငံေရးအက်ဥ္းသားေတြကိစၥကို မေမ့ၾကဖို႔လည္း သူက တိုက္တြန္းပါတယ္။ ဒီအေၾကာင္းကိုသားညြန္႔ဦးက ဆက္သြယ္ေမးျမန္းထားပါတယ္။

ထိုင္းအေျခစိုက္ ႏိုင္ငံေရးအက်ဥ္းသားမ်ားကူညီေစာင့္ေရွာက္ေရးအသင္းရဲ႕ စာရင္းမွာ ႏိုင္ငံေရး အက်ဥ္းသား အျဖစ္ သတ္မွတ္ထားခံရတဲ့ ၿဖိဳးေ၀ေအာင္ရဲ႕အမႈကို တရားစီရင္ရာမွာ လြတ္လပ္မႈ၊ ပြင့္လင္းမႈ မရိွသလို တရားခံဘက္က ေခ်ပေျပာဆိုႏိုင္တဲ့ အခြင့္အလမ္းေတြလည္း ဆံုးရံႈးခဲ့တယ္လို႔ လူ႔အခြင့္အေရး လႈပ္ရွားသူေတြ၊ ေရွ႕ေနေတြက ေျပာပါတယ္။ ၿဖိဳးေ၀ေအာင္အမႈကို ႏွစ္ႏွစ္ၾကာ အင္းစိန္အက်ဥ္းေထာင္ အတြင္းမွာပဲ စစ္ေဆးခဲ့တာပါ။ ၿဖိဳးေ၀ေအာင္ကို အခု ေသဒဏ္ခ်မွတ္ လိုက္တာကိုၾကည့္မယ္ ဆိုရင္ ျမန္မာႏိုင္ငံ တရားေရးစနစ္ရဲ႕ လိုအပ္ခ်က္ေတြကို ေတြ႔ရမယ္လို႔ ျမန္မာႏို္င္ငံဆိုင္ရာ ကုလသမဂၢ လူ႔အခြင့္အေရး ကိုယ္စားလွယ္ ေသာမတ္ အိုေဟးကင္တားနားက ေျပာပါတယ္။



Rohingya in India Seek Refugee Status

Chittagong, Bangladesh: Hundreds of Rohingyas, demanding refugee status, have set up a protest camp at the United Nations High Commissioner for Refugees (UNHCR) , in Vasant Vihar, South Delhi. The protestors, a Muslim ethnic minority persecuted in Burma, have been camped by the rear compound wall of the office, since April 9.
The Rohingyas in India are being discriminated against because of their religion, said Mamoon Rafique, a protestor at the camp.

Burma's Aung San Suu Kyi gets passport

Aung San Suu Kyi being greeted by supporters, 8 May 2012Burma's opposition leader Aung San Suu Kyi has been given a passport for the first time in 24 years.

Ms Suu Kyi has spent much of the past two decades under house arrest in Burma as a political prisoner.

But following recent reforms she and other members of her party, the National League for Democracy (NLD), have won seats in parliament.

Ukhiya, Bangladesh: The Kutupalong makeshift camp committee members have be extorting money from the refugees since the members took the position, said a refugee from the Kutuplaong makeshift camp.

“The makeshift camp has more than 40,000 refugees living in the miserable conditions – small huts with plastics and bushes, no food, no health and no education – and to maintain the camp, the refugees have rights to choose the committee member.”



Singh, Indian head of State, arrives Thursday

(Mizzima) – Two Indian groups urged Indian Prime Minister Dr. Manmaohan Singh to press for further democratic reforms during his three-day visit to Burma starting Thursday.

The Indian Parliamentarians’ Forum for Democracy (IPFDB) in Burma released a statement calling on Singh to push for the release of all political prisoners.

The Burma Centre Delhi released a statement backed by 27 civil society groups calling for Singh to call for an end to “the atrocities targeting ethnic areas particularly in Kachin State, the restoration of the civil and democratic rights of the Rohingya, the end of atrocities in Arakan and safe repatriation of the Rohingya refugees.”

2014 Census in Burma must be universal and inclusive of Rohingya : Rohingya organizations


Chittagong, Bangladesh: Several Rohingya organizations had made a call for the 2014 census in Burma to be universal and inclusive of the Rohingya people on May 5, according to their joint stamen.

The statement was released by the Arakan Rohingya National Organization (ARNO), Burmese Rohingya Organization, UK (BROUK), Burmese Rohingya Association Japan (BRAJ), Burmese Rohingya Community in Australia (BRCA), Burmese Rohingya Community in Norway (BRCN), Burmese Rohingya Association in Thailand (BRAT) and Burmese Rohingya for Democracy in Burma (RLDB).

Burmese Rohingya Muslim Refugees on the verge of starvation on Delhi streets

New Delhi: Over a thousand Muslim asylum-seekers from Arakan province of Myanmar  are camping since mid-April on footpaths near the office of the United Nation’s High Commission for Refugees (UNHCR) in New Delhi. They are on the verge of starvation due to the apathy of UNHCR towards their plight. They are living on the food offered to them by the local Muslims from across the road and are deprived of basic amenities and  medical facilities.

2014 Census in Burma must be universal and inclusive of Rohingya

Recently the United Nations Population Fund UNFPA) has agreed to support Burma’s proposed 2014 population and housing census. But ‘Rights groups worry that if not conducted properly, the census could marginalize minorities such as the Rohingya or those living in one of Burma's many conflict areas.’

No true census has ever been taken in Burma, and great injustice has been done to the ethnic Rohingyas. The government of U Thein Sein is beyond exception. His current wind of change has not touched the Rohingyas yet. Rather racist and xenophobic plans have been patronized and projected against them.

On April 24, 2012, Professor Dr. Amara Phongsaphit, Chairperson of the National Human Rights Commission of Thailand was invited by the Thai Public Broadcasting Service (Thai PBS) to be a resource person in a seminar, ‘Rohingya that the World Forget,’ convened by the Thai PBS’ Social Capital Network Division, Social Capital Bureau, at Building A, Thai PBS Headquarters in Bangkok with an objective to build up awareness on the existence of Rohingya people through seminar and public media, and to look for solutions to problems faced by this people together.

KUTUPALONG, 1 May 2012 (IRIN) - Jaheda Begum, 25, and her family - Rohingya refugees who crossed into Bangladesh from Myanmar - haven’t had a square meal in days because the heavy pre-monsoon rains have prevented her husband from finding any work.

In an echo of the Occupy movement that attracted so much attention around the world last year, hundreds of Rohingya asylum seekers have camped out for nearly four weeks in front of the UN refugee agency’s office in an upscale New Delhi neighborhood to demand full recognition as refugees.
The protesters, who belong to a Muslim ethnic minority persecuted in Burma and shunned by Bangladesh, say they are being unfairly discriminated against by the United Nations High Commissioner for Refugees (UNHCR) because they are denied services granted to refugees
