OPEN LETTER TO WORLD LEADERS REGARDING RACIAL DISCRIMINATION POLICY ON ISSUING OF MYANMAR NATIONAL REGISTRATION CARDS
Dear Respected leaders,
Myanmar government had declared that they have started the Democratization of Myanmar. But recently the Union Ministry for Immigration and Man Power of Myanmar has launched a program called “Moe Pwint” Project under which citizenship scrutiny cards and family member registration documents are issued for its natural citizens only excluding the mixed blooded people of Chinese, Indians, Bengalis, Muslims of Myanmar and especially Rohingyas.
They have revived the above bigot law of the previous Military Government’s discrimination of the Myanmar Citizens based on race and religion.



The remaining mixed blooded people and especially Muslims of Myanmar are regarded unfairly as naturalized citizens and are required to apply for citizenship again although they were already recognized as Myanmar citizens after strictly scrutinized repeatedly. Their citizenship scrutiny cards would be renewed for them only if they meet criteria under the law concerned. The government has even declared that they would refuse to issue citizenship scrutiny cards for them under the present project.
We are worried what they are going to do on these people if they were rejected to issue new citizenship scrutiny cards. Are Myanmar authorities going to arrest them and deport millions of them out of Myanmar?
They should understand that even the Rohingyas whom they had wrongly chased out during the Naga Min Campaign were forced to accept back because of International pressure.
Or are they just want to give trouble to these people so that they could not travel freely, could not study in universities and deny them the government jobs or setting up their private business or buying properties?
International leaders should just FREEZE the suspension of SENCTIONS till this bigot Racist Myanmar Government agree to issue or replace ALL its citizens with new IDs. No need to made them apply again but we understand that Myanmar Government has the right to investigate like every government around the world, if there is any suspicion of irregularities or fraud in getting the OLD National Registration Cards. Instead of blanket rule for all, they should scrutinize based on any suspicious individuals.
Even if nothing happen this ruling would simply open the flood-gates of corruption which is rampant in Myanmar Government Servants especially in the Ministry for Immigration and Man Power.

Myanmar under constant threat from infiltration of foreigners

Myanmar has been under constant threat from infiltration of foreigners as it borders with two world’s most populated countries with the populations of 1.2 billion and 1.3 billion who share similar physical features, cultures, religions and traditions with Myanmar nationals. In addition, there is another neighbor to west of it with a population of over 130 million.With the aim of preventing the infiltration of foreigners into its territory, the Union Ministry for Immigration and Man Power of Myanmar has launched a program called Moe Pwint Project under which citizenship scrutiny cards and family member registration documents are issued for its natural citizens. An official from the ministry said, “The phases one and two of the project was implemented during the periods from 1 July to 31 October and from 1 February to 31 March in 2011respectively, and we are going to start the phase three on 1 June. We have two types of citizens in Myanmar, one being the natural citizen and the other the naturalized citizen. According to the Myanmar Citizenship Law 1982, natural citizens are descendants of eight major national races within the boundary of Myanmar such as Shan, Kachin, Kayah, Kayin, Chin, Myanmar, Mon and Rakhine and every national and every person born of parents, both of whom are nationals. Moe Pwint Project aims to issue citizenship scrutiny cards and family member registration documents to natural citizens or citizens by birth. Another type is naturalized citizens who are required to apply for citizenship, and citizenship scrutiny cards are issued for them if they meet criteria under the law concerned. We do not issue citizenship scrutiny cards for them under the project. Infiltration of foreigners is really taking place, especially in the western and north eastern parts of the country. Although we do not need to prevent Bengalis and Chinese in Myanmar from holding citizenship scrutiny cards, we have to take necessary measures to prevent the infiltration of foreigners for security reasons and interracial problems.”
